I checked today and everything seems to working fine. Maybe Microsoft has resolved this bug?
I have the same experience. I raised a ticket with MS and when going through the issue - it had disappeared. For me that is. We still have issues with 2 of 7 other users using the same list. We have several lists, but this is the first time and only this one list where we have the problem. I wa created a couple of weeks ago.
MS suggested change the Advance Settings "Allow download of items for offlines users" to no.
That I had already tried. When going through the issue it was in "Yes". I haven't got at clue if this could have had an impact. We are trying to see if it resolves with the two users by tomorrow. If not, I have the ticket open for yet another day.
I'll also post any solution MS may come up with. This is really annoying.

Yeah, I'm seeing it resolved on my end as well. Guess Microsoft rolled out a fix yesterday.
