SharePoint Licensing

Within my organization there are users that we call "email only" because they do not get issued a company laptop or equipment. We issue the following licenses to these users: 

Enterprise Mobility + Security E3

Exchange Online (Plan 2)

Microsoft Power Apps Plan 2 Trial

Microsoft Power Automate Free

Microsoft Stream Trial

 

These users need to be able to get onto SharePoint and use power apps. We can use Microsoft 365 Business Standard to accomplish this task, but we can only get 300 of those licenses. Found this page: https://www.microsoft.com/en-us/microsoft-365/sharepoint/compare-sharepoint-plans which compares the prices. Neither SharePoint online Plan 1 or 2 would allow the users to use PowerApps. Would be really need to purchase many more E3 licenses? That is a really expensive option. Anyone else found a solution?

      I don't believe E1 allows the functionality for what we need, but I'll test it out. Thanks.

    You can get Business plan only if have less than 300 seats. You need to get Enterprise license if you have more than 300 seats in your org. E3 comes with basic access to Power Apps & Power Automate but SharePoint online plans doesn't. So, it really depends on what you need and for how many users.
    For licensing needs, I would always recommend to consult Microsoft.

      Yes, I consulted Microsoft. They have conflicting documentation surrounding this.
