The Saved feature seems like it is limited to news. More information can be found on the SharePoint blog.
You can use the Featured links feature for highlighting sites, documents etc.

- No, it's not limited to news...it's also available to documents, but documents you mark as Saved for later in the SharePoint Mobile App...what's it's not clear to me is why we cannot also do the same in the regular SPO user interface
