SharePoint is now requiring that I Check In a page before it's approved.

I've just enabled the approval requirement and versioning on a library. Now when a page is submitted for approval, it can't be approved without first checking it in.  I have Require Check Out disabled.   

 

Edit: As of August 24, this is STILL AN ISSUE.

    Is your document Checked out before you disable 'Require Check out'? A document cannot be approved, if it is in Checked out state. It has to be checked in to be approved/rejected. It is likely that your document is in checked out state already. To get a better understanding, try creating/uploading a new document.

      I have never intentionally checked out a document. I don't know if there's some other way that could occur.
      I have another user who created a new document. They had to check it in before I could see it in the library.
      How can I make it so documents are either never checked out or are checked in when the person is done editing it?
