SharePoint folder "modified" date not accurate

in addition, changing who can access the folder, should count as a modification as well. if a new user is added or if a role is changed for a user, this was a change to the folder and the modified date should reflect this. OR there should be some date somewhere for the folder that an admin can look at to see when access was last modified
