SharePoint folder "modified" date not accurate

Could someone at SharePoint QC please mark this as a bug? It does not matter this is the intended functionality, it is still a bug that blocks the work of users. We cannot for example share a folder with a team in a way that they know which subfolder to review, which is needed when there are a lot of files being created and updated in multiple categories. Surely every company migrating to SharePoint from a network folder structure has met this issue.
