SharePoint Designer 2013 Stuck at the Windows Security Window
Are you trying with both accounts on the same PC? Is the difference only the acount or also the PC that you are running from? If you are running from different PCs then within SharePoint Designer can you try to switch accounts and login with both accounts and see if it makes a difference.
Also check if you are logged in with multiple accounts. You can check this also under switch accounts (File -> Account -> Switch Account)
The account that works belongs to my supervisor and she is using a different computer. She also has a higher admin role than I have.
My account, that does not work, was tested on two different computers. There was no switching of accounts on either.
