That looks like a very thorough set of troubleshooting steps. Did you add the SPD service Pack 1?

Hi Dean
No, how could I have missed that step? I gave it a go and, alas, it didn't work. Maybe global administrators pushed a permission button for my role?

are you trying to open a new modern site? I have been told that this won't work, but I have not seen any documentation that confirms this new limitation.

I tried several sites including one where I added a workflow using SPD in the past. All are not Modern sites. Thanks Dean.

Even though I was not getting an error message I did try everything on that page. No luck.
