SharePoint create content type not working

From the SharePoint Admin Portal > content services > content type gallery

The behavior has changed. now not allowing me to create. Even the old one I created some time ago, the editing is doing the same thing.
After typing in the title then when I put a character in the description the cursor jumps to the title and not let me finish the description.
