Sharepoint Communication Site Index Error

We are in the process of building a SharePoint communication site to house all of our policies and procedures to make them easily accessible to employees.

I have indexed the policies so they will display by manual. From my view (owner) - the indexing works as it should. When I switch over to a test employee account - the view matches the site contents rather than the indexing.

The top picture is the Employee view and the bottom picture is the owner view.
