SharePoint Blog - Remove "Picture" on Page Layout

Just Add ?Contents=1 to the end of the page address and delete the webpart named about this blog.
I am a Global Admin for SPO and Office 365. I am getting a message that "access is required". what level of permissions do I need?
Per article below you need just edit access. Try ?maintenancemode=true as specified in article and see if it helps.
