sharepoint admin option to create team site without 365 group missing

Hi, in the admin center, when I want to create a new Team site without 365 group, I see the "Browse more sites" command, as shown in this Microsoft Learn page.

But a client of mine, who saw that very same screen two weeks ago now says the "Browse more sites" command is no longer showing for him.

What gives? Is anyone aware of any changes that are being rolled out? Or is there a permission or setting that could have been en-/dis-abled to allow non-365 group team sites to be created?

Any insights welcome.
