SharePoint admin center deleted sites, is this storage part of overall SharePoint storage?

Question

I have SharePoint storage problems on my tenant. I need to buy every month 1TB. I would like to decrease the overall SharePoint Storage. I would like to delete inactive sitecollections. I know they will be available in the admin center deleted sites for 30 days. Are this deleted sites storage part of the overall SharePoint storage? If yes, I need to delete them also from the admin center deleted sites. If no, I would let them there and give the businesse 30 days the possibility to restore it.&nbsp;

Is the growth the result of new documents being added or do you have document versions that are consuming lots of spaces? You may want to consider addressing the growth due to versions by configuration changes, educating users, tooling, etc...
