sharepoint 2016 on prem using infopath form how can I change list access at appoval stage ?

The business wants  me to create a form that can be created by all users with access to the list and provide a complete status.   Once complete   only permits a management  group to edit and  set approve status.   After  approval archive the list item so no one can change it.  Can this scenario be achieved and How?
