Sharepoint 2013 drop menus in top navigation bar

My client still has SP 2013.  In the current version of SP, creating drop-down menus is a breeze and intuitive.  However, I've been trying to accomplish this "should be simple" task in 2013 and running into a wall.  My requirement is straightforward:  in the top navigation row I'd to have a menu entry titled "Admin" and when I click (or better still, hover over) it, it reveals a list of sites that I can then select and navigate to.  I've watched several hours of videos and while some are tantalizingly close, they don't answer my question.  Any help?  Thx
