SharePoint- Restricted View Permission not enabled.

Hi Everyone. 

If I upload any file manually into SharePoint document library , I can able to view the Restricted View permission get enabled automatically.  

But if I upload,  a file using PowerShell into a document library the Restricted view permission is not getting enabled.  Any solution?
