SharePoin Migration Tool
Trying to install this on file server - but it won't - are there an offline install options ?
- Unfortunately, there is not an offline install for the SharePoint Migration Tool

Hi Taen. If you need a file migration tool with an off-line installer try Files To Go. Copy it to the file server and then run it from there. Files To Go does not have an installer so will launch directly in to the migration wizard when you run it. Files To Go is a commercial tool. A free trial is available here.
