Even though that is turned on, sites by default still do not get the "Anyone" link option by default and must be turned on.
You can accomplish this in 2 ways.
1. New SharePoint admin center preview. Under Active sites, select the site, and in the details pane, near the bottom is the option to change the Sharing policy.
2. Powershell using the following command: set-sposite -Identity "siteurl" -SharingCapability ExternalUserAndGuestSharing
