Setting criteria for determining Company News and/or Rolled up as Top News

I am redesigning my org's intranet starting with a home page that focuses on news and events. 

The home page features separate news roll ups for our departments to keep their news organized in a separate containers. 

My questions is more governance and comms policy than technical. I am starting to see that folks really want their news to appear as Top News and/or Company News. I can foresee this becoming unruly.

What criteria should I consider for determining what news is:

  1. Posted as Company News?
  2. Rolled up into a Top News category?

    we often use the naming in such a way that company news is provided by management and/or communications. Top news are news that is created directly by the departments and rollup on the home page.
