Set Default Page Template SharePoint Online?

Hello, 

I have been running into difficulty setting my page template as the default page template. In tutorial videos I watch, there seems to be an option to do this: 

However, on my site, there is no option like this. Has this feature been removed, or how might I access this? Thanks! (See below, no 3 dots for options, on the following page, only drop down option is to create a private draft). I am a site owner, if that helps with troubleshooting.
