Section navigation with modern site pages
You could use a View in the Site Pages library in tandem with some custom fields upon which to group to create the kind of navigation structure you want.

Hi Matt, thanks for the suggestion. I actually tried this a few days ago and think there's one main issue with it: I found that, although I was able to add the, custom field to the Site Pages library, there didn't seem to be anywhere where I can edit the values! I've made it a mandatory field so it's giving a warning saying "Required info" but there's no-where where I can edit anything other than the Name (file name) and title.
Am I just missing the way to alter these custom fields?

I can see how that could happen--if your view is already grouped, the "Quick Edit" button isn't available. To use Quick Edit, you have to go back to an ungrouped view and make your changes that way (not difficult, switching back and forth between views isn't so bad--as long as your users don't have to experience it).

Great, that does the trick, thanks. I'm quite surprised that you don't see those extra custom fields when clicking on "Edit all" in the properties area - perhaps it should be renamed to "Edit some"!
