Search breaks ribbon menu

In a modern list with a menu ribbon like this.

If I use the search at the top of the page the menu ribbon changes to this.

This makes the search useless for users as they can't access some of the features they require like Flow.

How can I make the search stay on the same view and keep the ribbon menu working?
