Hi Chris_Clark1968 I have just two ideas you could check. One is filtering on the list view, maybe there is a filter using [Me] and a specific column. Another possibility is that one of the users has Site Collection Administrator permissions, which would give them access to all items in that particular list.
Regarding the flow, is it possible that the trigger conditions are set in the settings of the 'When an item is created' trigger?
