Known issue here...the RSS Feed WebPart is only available in Group Connected Sites so that's the reason why you don't see it in a communication site.

Any word on if the RSS Web Part will become available in Communication Sites? Is there a free alternative anywhere?

  Yes there is. Eric Overfield has recently released an RSS Feed SPFx web part. This can be found here https://github.com/eoverfield/sp-dev-fx-webparts/tree/react-rss-reader/samples/react-rss-reader
