Reusable Quick Links
I did this by creating a site page with the Quick Links part as the only thing on the page below the title section. This way I can embed that site page into the Home pages and only have to update the Quick Links on the one site page.

I think it's because I only embedded the site page, not the whole sharepoint page? Honestly, I'm not 100% sure WHY it works, but it works. I also use audience targeting, so only people in a specific Team see that Team's manual button.
