Retention on Doc library in Communication site

Is it possible to create a Retention policy on a Doc library in a Communication site ? havn't got the Information link under site settings

Technically it is still possible. You'll get back the Information Management Policy settings when you activate the Site Collection Feature: "SharePoint Server Enterprise Site Collection features".

You should however consider making use of Office 365 Labels instead:

Thanks - just the info I needed

labels are not an option - as I can't apply them automatic unless I've a E5
