Restricted View results in Denied Access

Hi

On a site, a group is assigned "Restricted View" permission.  This results in no access at all for all members of that group. What could cause this behavior? 

The reason that Restricted View is required, is to prevent users from downloading content. What permissions should I remove from the Read permission, to achieve this?
