Restore only restores some of the deleted files, most are still in the local desktop trash

I used the restore function, but it only restored around 20% of our files in a site.  The rest i can see are in the synced computers trash.  I would prefer to use the restore function or online restore, rather than the local desktop restore, which will break all links to the files. 

Any suggestions?  Its a bug that only some files actually show up as deleted and can be restored.   I cant figure out how to find and restore all the files from online portal.
