Juan is right here. The new Modern Library doesn't require checkout or force metadata, and provides the "Files that need attention" view so that files missing metadata can be addressed. This was done because too many people lost files and had so many issues with files sitting checked out and never checking in so they decided to allow it anyway so the files is still there but raise awareness to the missing metadata. I personally like the new way.
Anyway, this is working by design and is not related to Teams or anything else other than modern UI library.
