Renaming a site is not renamed completely
When our site owners rename a site, the display name of the site is changed as expected. Here I have created a new site named "SharePoint": I enter the new site, and rename it to "SharePoint...
As previously stated, only the SharePoint Admin can update the URL, but there may be some things that do not fully convert to the change or impacted by the URL change. If it's a newly built site, then the impact is somewhat reduced. As previously mentioned, this was only related to the site's title, and not the address/URL.
