Remove Control Bar in SharePoint Tile List webpart and do not show any message if no records

Dear all, morning, would like to check is it possible for me to remove control bar (blue circle below) in SharePoint Tile List in a sharepoint point page as below:

Also anyway to make it empty without any message if the list is empty. The existing will show as below and I would like to display empty instead with message Welcome to this list.

Any suggestions will greatly appreciate for it. Thanks.
