Real storage in SharePoint F3 plan

Hello, I am confused about how much storage there is per user in the new M365 F3 plan.  Official info says 2 GB/User and 10 GB shared storage. 

As I understand an F3 user cannot open a new Site himself but an Admin has to do that for him. Does that site than have 2 or 10 GB storage?
