Read only still modifies document

Hello,

I set a document to open in Read Only mode via the Info/Protect Document/Always open Read-only.

The document is in a library with version control and approval for publishing.

Problem 1 - Even with this Read Only setting the document still shows you as the modifying it, setting the document to draft.

I want to now disable the 'Always open Read Only' but this is greyed out, can anyone help with this?
