Where is the Communications Site Template?
I have been looking for the Communications Site template and cannot seem to find it. Does it need to be added problematically or do I need to activate it somewhere in the Admin area? Ultimately I want...

or append your root Sharepoint URL with below ā/_layouts/15/CreateGroup.aspx" and you should be able to create communication site.

How about creating a site collection with the Communication Template to start with. J Waynne mentioned that it should be in my list of available templates and I should submit a ticket. Obviously if it was in my list I could create the collection and apply it then. Maybe using PnP and creating a new site collection instead of a site with the Communication Template would work for now? Any restriction on that?

I have some answers and questions:
You can create a Communications Site Collection but you will first have to create a Site using the method from SPO Admin ( ā/_layouts/15/CreateGroup.aspx" ). You will then have to save that site as a template by going to (/anothersite_layouts/15/savetmpl.aspx). The next thing will be to create your Site Collection and chose the option to chose template later (custom). When you go to the new site you can upload the template you saved to your local machine, activate it. After you activate it, it will be available under Custom and you can apply the template to that new site collection.
As far as the hub goes, I followed the standard procedure to make the new communications site collection a hub site via the link provided by J Waynne ( https://docs.microsoft.com/en-us/sharepoint/dev/features/hub-site/create-hub-site-with-powershell), All goes well with that and when I run "Get-SPOHubSite", it shows that the site collection is now a hub. Here is the problem. There is no hub navigation. Additionally, I asked Microsoft by submitting a ticket and their response was, according to this article (https://docs.microsoft.com/en-us/powershell/module/sharepoint-online/register-spohubsite?view=sharepoint-ps), the cmdlet is in preview and subject to change. So, there is not way to create a hub. I did ask them if there is another way to create the hub and their answer was NO. Hub is only in preview and may or may not work with that cmdlet or any other way. :(
