Rating count is incorrect in SharePoint list rating columns
Is there something wrong with the times rated count? 6 users have rated, the average is calculated and reflected in the stars, but why does it say zero times rated?

I haven't used this in a while but my advice would be not to use this as its classic functionality which will be turned off at some point. We have had classic functionality just disappear on us like uploading a document from a data linked web-part. If you are reliant on it for a current solution then open a support ticket.
