"Publish" menu item missing in Library

Hi, I have several document libraries set up the same way that both have related Power Automate Approval flows. When uploaded files are "Draft" then publishing then sets them to "Pending" starting ...

Do you have admin (full control) access on both the SharePoint document libraries?

It might be due the difference in permissions on both the libraries, check that once.

What is interesting - if I swap to Classic Sharepoint the Publish Major Version is present:
