Providing access to specific page in SharePoint online without assigning SharePoint license

I want to know whether it is possible to provide access to specific page in application developed on SharePoint online without assigning SharePoint online license and only assigning Outlook online or Exchange online license to user.
The user should not be able to access team site on SharePoint online.

    SUPARNA KANSAKAR  Files and folders are possible to Share but You cannot give access to a specific page. The user(s) will need at least read/visitor-access also to the Site in order to be able to load the page.  If not, it will trigger an "Access Request "when they try to open the link to the page
