Promote HUB site to top level domain URL

Currently no. There are some users that have deleted and recreated the root site as a comm site but it's not a currently supported scenario. Coming in the near future we will be able to choose where the site navigation is location from left, top, or none. Once this is released you'll be able to officially get this result.

This sounds like what we have been waiting for to convert (migrate/replace) our current Legacy Classic Template based intranet to the Modern Hubs experience.
It's starting to rollout soon if it hasn't already, they just posted about it in the Admin message center recently.
