Problem to change site url's in SharePoint admin center
Since a short time ago, I cannot change the url for some sites. I know that sites that are hub-sites, or connected to a hub, can not be changed unless the are released from the hub. It only seems to ...
I experienced this same issue recently. I was able to change the URL by using PowerShell: see https://learn.microsoft.com/en-us/powershell/module/sharepoint-online/start-spositerename?view=sharepoint-ps.
