Private drafts stay private even after publishing

Check the page library approval state, draft-item security, audience targeting, and the version history under Site contents > Site Pages. Confirm that a published major version exists and that the workflow identity has publish rights. Use the workflow history and audit log to diagnose the permission transition instead of copying the page to bypass it.
