Prevent Users from Creating Folder in SharePoint Library

Hello,

i am trying to prevent a specific group from creating folder in SharePoint online library. But other groups/users should be able to create folder as they need. Can we achieve that using event receiver or custom solution as we dont want to change the settings "make new folder command" to No?
