People field pop up not working on Web Part page

I have a list Web Part on a Page, but when I hover over the names (People field), I do not get the pop up with the contact info and presence like I do when I visit the actual list page. 

On the Web Part page, the names are clickable, but go to a broken Delve page (my org does not use Delve). I want the pop up to show like below. I have tried in both Modern and Classic page types and the result is the same.

The field type is "name (with presence)". I have also tried other People field options with the same result. Any ideas?
