Organization Template - Script Actions Not Running When Site is First Created

My IT resource created an organizational template for our Team sites. All was working very well when we created our first template and performed testing. However, as we created additional organizational templates, things got weird.

When I create a new SP site, I select a template "From my organization." After I select the appropriate template and click on "Use Template," I go through the steps of naming the site and permissions. Then it just stalls with the script actions!  When I click on "View Progress" nothing runs. I eventually get tired of waiting and refresh the page. In the Settings, if I select "Apply a site template," when I got through the same steps the script actions run successfully. To summarize, I am unable to apply the template when the site is being created, but I can apply a template after the fact.

Any advice on what to check and what could be causing the script actions not to run? Problem exists with all browsers.
