Open with Application doesn't work

I have gone into the Library Settings > Advanced > "Default open behavior for browser-enabled documents:" and have set this to 'Open in the client application', but whenever someone chooses a Template from the NEW drop-down, it continues to open in the Browser.  Is this a bug, or is there another setting I need to configure?
