you can use "Support" in your M365 admin center and add a support request:

Unfortantly I am not a M365 Admin but I am a SharePoint Admin of the company. So is there any way to open a new request on the Company SharePoint Admin Portal...?

    Thanks a lot but I tried that way and as SharePoint Admin I still cannot use it because get the ERROR Message that I don't have the permission.
    The question is, if it would be possibel to get only that permission delegated from the M365 Admin, but it looks like thats not possible... very weird... sadly.
