Hub site root links open in new tab (renderd as a-Element with target="_blank", Level 1 and 2 not (rendered as span in a div in an a-Element without target attribute). Maybe write our own SPFx Application Customizers and add target="_blank" to menu. Or user voice for a better link editor for the hub site links.

It is now possible to open links in SharePoint quick links web part in new browser tab. Microsoft is currently rolling out a new feature for SharePoint Online quick links web part which will allow you to open links in new browser tab.
You can choose to open individual links in new browser tab using quick links web part settings, like:
