OneDrive setup fails to complete

I have a Windows 10 Enterprise system with a user who had OneDrive on their system. I tried to repair it: %localappdata%\Microsoft\OneDrive\onedrive.exe /reset but nothing comes up in Task Manager...

    Open the Run command by pressing Windows + R and type Regedit and hit enter. This will open the registry editor.

    Now Navigate to the following path

    HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\OneDrive

    From the Left-hand side click on the OneDrive Registry key and from the right-hand side you may see the DisableFileSyncNGSC registry key.

    This registry key value should be 0, if it is set to 1 then you will face this issue. Double click on the DisableFileSyncNGSC registry key and modify the value to 0.

    My colleague told me about this and I had this happen to me today. OBNOXIOUS! I closed OneDrive on my Windows 10 Enterprise Edition system. I went to click on the OneDrive icon in my start menu..... nothing. No OneDrive.exe in Task Manager.
    I tried repair and to call OneDrive.exe in other tech support site's. No luck.
    OBNOXIOUS as I said as no GPO that I know of and I was using the product a moment ago. I even restarted. I too tried to repair with SFC.EXE /REPAIR NOW and no luck.
    This is the fix that I ran and then clicked on the start menu OneDrive and it loaded. WTH
