Onedrive retention policy rollback

Hi, after we enabled retention policy for Onedrive, we can´t remove folders that are not empty from Onedrive web, it works fine from the client. So removed the retention policy from our tenant and waited over 24h and the problem still occurs. How could I get back the same behavior as before? 

The documentation says folders must be empty before deleting them, but on my other tenant this works fine.
