Office 365 ATP for SharePoint, OneDrive and Microsoft Teams. Announcement: My view on licensing

You can add Advanced Threat Protection to the following Exchange and Office 365 subscription plans: Exchange Online Plan 1, Exchange Online Plan 2, Exchange Online Kiosk, Exchange Online Protection, Office 365 Business Essentials, Office 365 Business Premium, Office 365 Enterprise E1, Office 365 Enterprise E2, Office 365 Enterprise E3, Office 365 Enterprise E4, Office 365 Enterprise K1, Office 365 Enterprise K2, Office 365 Education on a per user basis. Licensing is per user.
What happens if we turn on ATP for SharePoint, OneDrive and Teams and we only have a selected group of people licensed for ATP? If a file is scanned to be malicious on SharePoint, will only ATP licensed people see that and others won't?
An update to this topic: Microsoft has explained to us that turning on ATP for SharePoint, OneDrive and Teams requires all your users to be licensed for ATP.
