Its not a an expected behavior. Hub site must display all the sites news based on the data that is published. Please try with Highlighted content web part and see if that works.

I still ask myself questions about how the News Webpart works. In the settings, I can clearly select as "news source" all sites connected to the Hub. But when I do this setting, it does not work. So, I use the solution you gave, but the result is not the same. Is not there a bug anyway? (see image attached)
